The aim of the Charter Amendment is to change the way Richland City Council members are elected to office from having all seven seats elected from the city at-large to having five members be elected from an assigned district with two seats still at-large. Districts are drawn every ten years after the census is complete, Districts are contiguous and shall not be gerrymandered. The difference in population between the districts shall not exceed five percent.
